To uninstall any package on Cygwin, run setup-x86.exe or setup-x8664.exe (which you should already have, or you can get them here), select 'ruby' under 'interpreters', click the round arrow icon until it says 'Uninstall', then continue. - Install Cygwin. Download the current installation utility from the Cygwin site. I suggest the 64-bit version, setup-x8664.exe. Once the file downloads, move it to a sensible permanent location as the utility is used to update and make changes to your install.
